

The project
"Homes4All – in Turin the right to housing is innovating" is an impact finance project promoted by the City of Turin in partnership with Homes4all srl Società Benefit, Brainscapital srl Società Benefit, Homers srl Società Benefit, Associazione ACMOS and the Chamber of Commerce of Turin.
The project equips the City with preventive action tools by intervening on the reduction of waiting times for public housing - mostly spent in situations of temporary accommodation paid the City -, expanding the private real estate offer at affordable costs - thanks the ability of private partners to mobilize vacant real estate assets - and by developing a global take-over system for the beneficiaries, in order to strengthen their ability to achieve a stable housing solution. The achievement of these objectives is the basis of the pay by result model according to which a result bonus is paid to the private provider, in this case Homes4All, against the savings generated for the PA.
Homes4All for the implementation of this project obtained a grant of up to € 1.6 million from the Presidency of the Council of Ministers, out of the Social Innovation Fund. This Fund, governed by the Prime Ministerial Decree of 21 December 2018, promotes innovative projects for the satisfaction of emerging social needs, with the involvement of actors and financing, including from the private sector, according to the impact finance scheme.
We want to enable social innovation processes to give a more effective response to the needs of citizens and more efficient with respect to the allocation and use of public resources.
The experimentation is divided into three phases of which the first, for the realization of the feasibility study, was carried out in 2020; the second, currently in progress, is aimed at experimenting with the model and, finally, the third at its replicability, once the second phase has been overcome and completed.
The project also focuses on the promotion of participatory, collaborative and inclusive mechanisms that find in the ecosystem of Torino Social Impact (the platform that brings together more than two hundred subjects that deal in various ways with social innovation and impact economy on the territory) the optimal context for its development

PROJECT PARTNERS

The City of Turin is the entity that has identified the social need of housing poverty, understanding all its complexities and challenges. Intervening through its Social Services Division (Social Inclusion Area) which, thanks to the data managed within its emergency housing services, offers the skills and experience of its operators in terms of housing services/needs, thanks to which the City will contribute to the definition of a model for measuring and evaluating the social impact of the policy as a whole. The City of Turin also involves the European Funds and Social Innovation Service, which, thanks to its direct participation in numerous European networks and projects related to the topic, can share its know-how in the benchmarking of good community practices, as well as the skills of its staff in project management and communication.

The Turin Chamber of Commerce is the subject identified for the expertise in measuring and evaluating the impact to be generated. Through its Competence Center, it will support the partnership in defining the social impact assessment model, capable to develop knowledge on metrics and measurement, in order to obtain a social and financial impact assessment system.

Brainscapital is a management advisory company established in 2013 to accompany entrepreneurial activities and develop complex projects. On the one hand, it accompanies companies in the start-up phase, helping them to transform the business idea into a reality, analyzing the feasibility of the project, quantifying the costs, defining the business plan, and operating as an active partner in finding financial resources. On the other hand, thanks to its highly qualified and multi-sector team and thanks to a large and consolidated network of contacts at various levels, it helps and supports the established companies that are looking for a positive change of growth.

Homers is the Benefit Society, a spin-off of the Politecnico di Torino, composed by a team of architects, engineers, community builders and social real estate experts. City, ecology and community are the key words in Homers’ DNA.
It was founded in 2014 in Turin from the merger of the design company TRA and the Benvenuti in Italia Foundation, after a first experience together in 2012 for the co-design of the solidarity cohousing Buena Vista.

The Acmos Association, founded in 1999 by a group of young people coming from different experiences of volunteering and social commitment, has a significant experience in the field of social housing. United by the desire to seek together paths of solidarity and justice, participation and responsibility, the Acmos Association aims to promote and support democratic inclusion, through educational projects about the values of active citizenship.

Compagnia di San Paolo is an entity that has one of the main vocations and know-how in the Piedmont region in promoting and implementing interventions that induce system innovation in welfare, education and labor policies, according to principles of subsidiarity, generativity and sustainability. It is the entity identified as the funder that allows the scalability of the model. intervening in phase III, or systematization of Homes4All.
